The skye takes still 1/3 of the picture so it can not be neglected entirely, sorry! The sky looks washed out and boring imho... The rain itself does not really add to the composition, it is just what was that day.
The composition could also be improved ie by having this taken from a slightly different angle/position. Now there is a pole and other distracting things in the close foreground.
I'd try this on a nicer day and a slightly different angle/position.

The crop is a little tight on the top for the No4 Lamppost - that could do with just a bit of space above it. And I think it might work to crop in from the right removing the pole but keeping the line of lamps so the train disappearing into the mist is the last thing leaving the image. Not sure about cropping from the left - the light blue door is distracting as it doesn't appear elsewhere on the train so it disrupts the symetry - I think I'd consider cropping that out too. And maybe up from the bottom to where the rails make a v-point. That will tighten the composition.
Then I'd suggest adding a border and reposting at 716pixels wide so we get to see all the details
I think it's got good potential

I will be re-publishing my other pictures one per day over the next few days. I will be in the US for about 2 months so I may not be active for that time. It is for a one-time job with a friend's family.
Enjoy!!
